Note that when you follow these steps, your history and saved passwords will be preserved.
It is critical that after clearing the data, you quit Chrome. On a Mac that means to press Cmd+Q or click on Chrome in the menu bar and click Quit Chrome. In Windows or on a Chromebook, that means click the 'X' at the top right of the browser window.
Start by clicking the vertical ellipses and selecting 'Delete Browsing Data...':

Then select 'Advanced', 'All time', then check off 'Cookies and other site data' and 'Cached images and files':

Scroll down, check off 'Site settings' and 'Hosted app data', click 'Clear data', then finally quit Chrome:
